In practice, the Second Amendment was left open-ended for the reason that America makes money out of arms-dealing. Mostly during wars, but being able to sell to their own people is just another source of income.<br /><br />The exact text is "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." (circa Wikipedia)<br /><br />As a result, 'the right to bear Arms' is frequently misquoted as a completely-separate element, or as if the Second Amendment is ONLY 'those five words'. In REALITY, no-one has the money to challenge the NRA, funded as it is by all gun-owning enthusiasts, and it's incessant lobbying.
